

Experienced public health professional with a Master of Public Health and a strong background in epidemiology, disease surveillance, outbreak response, and health system strengthening. Former National Director of Public Health in Timor-Leste with hands-on leadership in responding to all major outbreaks in the country since 2020—including rabies, COVID-19, dengue, diarrheal diseases, and vaccine-preventable diseases. Proven experience in coordinating multisectoral responses and applying One Health approaches for zoonotic disease control. Skilled in epidemiological data analysis, statistical interpretation, and translating surveillance findings into public health policy and operational strategies. Actively researched adverse events following immunization (AEFI), non-communicable diseases (NCDs), and vaccination programs. Published several studies in international peer-reviewed journals, including high-impact journals indexed in Scopus and PubMed. An Intermediate-level graduate of the Field Epidemiology Training Program (FETP) and active member of TEPHINET (Training Programs in Epidemiology and Public Health Interventions Network). Contribute to national capacity building by mentoring FETP frontline participants and supporting health workforce development. Collaborates with international partners such as the WHO, the US CDC, KOICA, JICA, SAFETYNET, and TEPHINET on epidemiological training, emergency preparedness, and health innovation projects in Timor-Leste.
